Under direction, screens and selects applicants for occupancy of Housing Authority assisted and owned residential units, verifies income and calculates rent payments; demonstrates a full understanding of all applicable policies, procedures and work methods associated with assigned duties; performs other related duties as required.
DISTINGUISHING CHARACTERISTICS:
The Occupancy Specialist II is the journey level classification responsible for determining the eligibility of applicants for Housing Authority residential and rent subsidy programs, and the performance of continuing case management activities.
This class is distinguished from the Occupancy Specialist I classification by the need for a broader understanding of the eligibility and occupancy process, and by the complexity of work perfo1med, including a full range of inspection duties.
SUPERVISION RECEIVED/EXERCISED:
Receives direction from the Housing Services Manager and/or Housing Program Lead depending upon program assignment.
Incumbents of this class do not routinely exercise supervision.
Essential Functions:
(includes but are not limited to the following) Accepts and processes housing applications; interviews and assists applicants in completing the submission process; verifies federal preferences and family income, determines eligibility, re-certifications and calculates family rent for participants; provides information to landlords on HUD Section 8 Program; negotiates rents with landlords and establishes client payment agreements; drafts leases and contracts; prepares agency briefing packets and conducts briefings.
Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties.
Enforces HUD Section 8 Housing Quality Standards; inspects building conditions of occupied and unoccupied subsidized housing facilities to determine compliance with safety regulations and building codes.
Maintains and updates a variety of records and information including client files, applicant waiting lists, unit vacancies and utilization reports; prepares and distributes a variety of correspondence and forms related to the occupancy process; reviews, completes and balances monthly closeout data; prepares, submits and explains rent adjustments related to changes in tenant income; prepares repayment agreements for overpayments and damage claims; processes collection activity.
Takes, completes and follows-up on service requests; receives, follows-up and resolves tenant/landlord conflicts and community complaints related to tenants.
Monitors and counsels program participants on an ongoing basis; schedules and conducts annual and interim eligibility reviews and home calls as required; schedules and performs initial, annual, special, move-in, move-out and verification inspections; schedules and performs quality control inspections and rechecks; issues certificates an vouchers; prepares and processes monthly rental assistance checks to landlords.
Establishes positive working relationships with representatives of community organizations, other governmental agencies, Authority management and staff, clients and the public.
WORKING CONDITIONS Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily office activities.
The position also requires grasping, repetitive hand movement and fine coordination in preparing statistical reports and data and the use of a computer keyboard.
Additionally, the position requires near and far vision in reading correspondence and using the computer, and acute hearing is required when providing phone and face-to-face service.
The need to lift, drag and push files, paper and documents weighing up to 25 pounds also is required.
Qualifications:

Experience:
Any combination of education and experience that has provided the knowledge, skills and abilities necessary for an Occupancy Specialist II.
A typical way of obtaining the required qualifications is to possess one year of experience equivalent to that of an Occupancy Specialist and a high school diploma or equivalent.
License/Certificate:
Possession of, or ability to obtain, a valid class C California driver's license and ability to meet insurability requirements of the company providing automobile insurance to the Housing Authority.

Housing Quality Standards set by federal, state and local agencies; programs, policies and procedures of the Housing Authority of the City of Madera; applicable federal, state and local laws, rules and regulations, including those affecting eligibility and conduct of subsidized housing programs; standard business mathematics; principles and practices of tenant and public relations, telephone systems, computers and applicable software; correct English usage including spelling, grammar, punctuation, editing and vocabulary; modem office procedures, methods and equipment, including a computer and applicable software; principles and procedures of record keeping/filing.
Ability to:
Accurately conduct and complete a variety of complex initial and continuing eligibility determinations; perform a variety of inspection duties relating to housing; provide technical information to tenants, property owners and the general public regarding building construction techniques, materials and pertinent codes and regulations.
Work independently, and use sound judgment; make mathematical calculations; update and maintain a variety of information and records; properly prepare reports required by other governmental agencies; learn applicable laws, codes, regulations and procedures; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships.
Bi-lingual skills (Spanish-English) are required.
